5g SR30/SR10 to Business 30 Interchange Improvement (MPMS #107551), Chester County – Shift FD and ROW Phases to LFY and Increase Funding

Background/Analysis/Issues: 

PennDOT has requested that DVRPC amend the FFY2025 TIP for Pennsylvania by shifting the Final Design (FD) and Right-of-Way (ROW) Phases of the SR30/SR10 to  Business 30 Interchange Improvement (MPMS #107551) project to later fiscal years  (LFY) by removing $3,815,000 (FFY26: $3,052,000 NHPP/$763,000 State 581) in FFY26 and adding $4,169,000 [FFY32: $3,809,000 ($3,009,000 NHPP/$800,000 State  581)/FFY33: $360,000 ($326,000 NHPP/$34,000 State 581)] to the FD Phase,  increasing the FD Phase by $354,000; and removing $7,883,000 ($6,306,000 NHPP/$1,577,000 State 581) from FFY26 and adding $9,695,000 State 581 to FFY33  in the ROW Phase, increasing the ROW Phase by $1,812,000. The total project cost  will increase by $2,166,000. The reason for this action is to cash flow funding based on  when the funds are needed, as determined by anticipated project schedules. 

The proposed Octorara Trail (SR 0010)/Lincoln Highway (Business US 30) Interchange  project (US 30, Section 010) is being undertaken in conjunction with corridor-wide  improvements planned for the 14.5-mile US 30 Coatesville–Downingtown Bypass. The  project extends along US 30 from approximately 1,250 feet west of PA 10 in West  Sadsbury Township to approximately 1,500 feet east of the highway’s bridge over Old  Mill Road in Sadsbury Township. Planned work will include full reconstruction of US 30  to upgrade the existing roadway which is approaching the end of its serviceable life.  Reconfiguration of the interchange with Business US 30 will be considered to address  the existing nonconventional split of the two roadways. The project will also address  deficient median conditions, shoulder widths, and the functionally obsolete bridges  (Business US 30 over EB US 30 and US 30 over Old Mill Road) within the project limits.  The addition of turning lanes at the PA 10 intersection will be made to improve  movement through the intersection. 

This is a breakout of the US 30, Coatesville-Downingtown Bypass (CWR-Western  Section) project (MPMS #84884).

Financial Constraint: 

Financial constraint will be maintained by making adjustments to other existing TIP  projects whose schedules or costs have changed. The attached fiscal constraint charts  provided by PennDOT show all of the adjustments taking place in accordance with the  TIP Memorandum of Understanding. All projects listed contribute to fiscal constraint.  

Conformity Finding: 

The TIP's current conformity finding will not be impacted by this amendment as this  project is exempt from air quality analysis.  

Cost and Source of Funds: 

Adding $13,864,000 ($3,335,000 NHPP/$10,529,000 State 581) and removing $11,698,000 ($9,358,000 NHPP/$2,340,000 State 581)  

Recommendations:

Regional Technical Committee (RTC): Recommends Approval.

DVRPC Staff: Recommends Approval.

Action Proposed:

The DVRPC Board approves TIP Action PA25-080, PennDOT’s request that DVRPC  amend the FFY2025 TIP for Pennsylvania by shifting the FD and ROW Phases of the  SR30/SR10 to Business 30 Interchange Improvement (MPMS #107551) project to LFY  by removing $3,815,000 (FFY26: $3,052,000 NHPP/$763,000 State 581) in FFY26 and  adding $4,169,000 [FFY32: $3,809,000 ($3,009,000 NHPP/$800,000 State 581)/FFY33:  $360,000 ($326,000 NHPP/$34,000 State 581)] to the FD Phase, increasing the FD  Phase by $354,000; and removing $7,883,000 ($6,306,000 NHPP/$1,577,000 State  581) from FFY26 and adding $9,695,000 State 581 to FFY33 in the ROW Phase,  increasing the ROW Phase by $1,812,000.
