5e Various SEPTA Programs (Various MPMS #’s), SEPTA – Increase Funding for Various SEPTA Projects
Background/Analysis/Issues:
SEPTA has requested that DVRPC amend the FFY2025 TIP for Pennsylvania by increasing funding for six SEPTA projects in FFY26 for a total amount of $219.9 M State 1514 funding. Specific amendments to SEPTA projects and programs are detailed below.
On November 24, 2025, Governor Shapiro directed PennDOT Secretary Michael Carroll to allocate $219.9 M from the statewide Public Transit Trust Fund to SEPTA to support urgent safety upgrades and infrastructure improvements mandated by the Federal Railroad Administration (FRA) and the Federal Transit Administration (FTA). This action will ensure SEPTA can comply with the federal orders, accelerate needed repairs, and maintain safe, reliable service.
The proposed SEPTA program changes are as follows:
MPMS #60582 – Vehicle Overhaul Program
Increase the FFY26 Capital Asset Construction (CAP) phase by $103 M State 1514. This funding will support the following projects: Regional Rail Silverliner IV Fleet Upgrades ($35 M), Regional Rail Silverliner V Fleet Upgrades ($60 M), and Metro B & M Fleet Upgrades ($8 M).
MPMS #60638 – Regional Rail Car & Locomotive Acquisition
Add the project back into the TIP for the Purchase of Equipment (PUR) phase in the amount of $17 M State 1514. This funding will support the acquisition of additional rail cars procured through the lease and/or purchase agreements with peer agencies for SEPTA’s Regional Rail Fleet.
MPMS #59973 – Utility Fleet Renewal Program – Non-Revenue Vehicles Increase the FFY26 PUR Phase by $30 M State 1514 to support the purchase of three Catenary Maintenance Cars (CMCs) to support preventative maintenance and inspections for the Trolley Tunnel, suburban trolleys D1/D2, and Regional Rail Division (RRD).
MPMS #121367 – Safe, Clean, and Secure
Increase the FFY26 Engineering/Right-of-Way/Construction (ERC) phase by $27.5 M State 1514. This funding will support the Advanced Inspection Technology ($5 M) project, which includes the installation of AI camera systems at key locations to perform remote inspections of fleets and critical components; and the Escalator Improvement Program ($22.5 M), to replace or rehabilitate thirteen escalators.
MPMS #60651 – Substations and Power Improvements
Increase the FFY26 ERC phase by $18.4 M State 1514. This funding will be used for full replacement of contact/third rail and material in the trolley tunnel; a new pantograph collision detection system (for trolleys in the City Transit Division and Suburban Transit Division); and a new Pantobot pantograph inspection system (RRD, D1/D2).
MPMS #102569 – Maintenance & Transportation Facilities
Increase the FFY26 ERC Phase by $24 M State 1514. Funding will go towards the 1234 Market Street Safety Improvements project to ensure the continuity of critical operations for SEPTA’s Control Center including the replacement of switchgear and the Uninterrupted Power Supply.
Financial Constraint:
Financial constraint will be maintained as these are additional funds to the region. Conformity Finding:
The TIP's current conformity finding will not be impacted by this amendment as these programs are exempt from air quality analysis.

Recommendations:
Regional Technical Committee (RTC): Recommends Approval.
DVRPC Staff: Recommends Approval.
Action Proposed:
The DVRPC Board approves TIP Action PA25-078, SEPTA’s request that DVRPC amend the FFY2025 TIP for Pennsylvania by increasing funding for six SEPTA projects in FFY26 for a total amount of $219.9 M State 1514 funding.
