5b ADA South, Contract 4 (DB #15423), Camden County – Add Project Back into the TIP

Background/Analysis/Issues: 

NJDOT has requested that DVRPC amend the FFY2026 TIP for New Jersey by adding  the ADA South, Contract 4 project (DB #15423) back into the TIP for Utility (UTI) in  FFY26 in the amount of $5.19 M STBGP-FLEX funding. 

The UTI Phase was not authorized in FFY25 with the scheduled Construction (CON) phase in FFY25 due to a delay with obtaining utility agreements. The CON phase was  authorized in FFY25, however, this project cannot proceed until the UTI phase has also  been authorized. This contract will bring projects that could not be completed within the  original design or construction time frame into compliance with current ADA design  requirements. Locations will include US 30 from Grove Street to Brand Avenue, which is  located in Haddon Heights Borough, Barrington Borough, Lawnside Borough, Laurel  Springs Borough, Lindenwold Borough, Stratford Borough, Clementon Borough,  Magnolia Borough, and Somerdale Borough within Camden County. 

Financial Constraint:  

Financial constraint will be maintained by making adjustments to other existing TIP  projects whose schedules or costs have changed. The attached fiscal constraint charts  provided by NJDOT show all of the adjustments taking place in accordance with the TIP  Memorandum of Understanding. All projects listed contribute to fiscal constraint. 

Conformity Finding: 

The TIP's current conformity finding will not be impacted by this amendment as this  project is exempt from air quality analysis. 

Cost and Source of Funds: 

$5.19 M STBGP-FLEX

Recommendations:

Regional Technical Committee (RTC): Recommends Approval.

DVRPC Staff: Recommends Approval.

Action Proposed:

The DVRPC Board approves TIP Action NJ26-005, NJDOT’s request that DVRPC  amend the FFY2026 TIP for New Jersey by adding the ADA South, Contract 4 project  (DB #15423) back into the TIP for UTI in FFY26 in the amount of $5.19 M STBGP-FLEX  funding.
