5a Route 168, Merchant Street to Ferry Avenue, Pavement (DB #10341), Camden County – Add Project Back into the TIP

Background/Analysis/Issues: 

NJDOT has requested that DVRPC amend the FFY2026 TIP for New Jersey by adding  the Route 168, Merchant Street to Ferry Avenue, Pavement project (DB #10341) back  into the TIP for Construction (CON) in FFY26 in the amount of $51.7 M ($41.027 M  NHPP/$8 M INFRA/$2.673 M STATE). 

The Construction phase for this project was not authorized in FFY25 due to delays with  the execution of the grant agreement. The CON Phase has also increased by $14.277  M from $37.423 M, as originally programmed in the FFY2024 NJ TIP, to the current cost  estimate of $51.7 M. The additional costs are due to inflation and increased cost of  materials, as well as additional project components, including updating ITS equipment,  installing a variable message sign, additional traffic signal upgrades, and the complete  replacement of various utilities contained within the project area. Due to aging utility  infrastructure and many emergency repairs, it was determined that the utilities needed to be replaced. Identified as a priority need in the Pavement Management System, this  project includes various levels of pavement reconstruction and resurfacing within the  project limits. 

Financial Constraint:  

Financial constraint will be maintained by making adjustments to other existing TIP  projects whose schedules or costs have changed. The attached fiscal constraint charts  provided by NJDOT show all of the adjustments taking place in accordance with the TIP  Memorandum of Understanding. All projects listed contribute to fiscal constraint. 

Conformity Finding: 

The TIP's current conformity finding will not be impacted by this amendment as this  project is exempt from air quality analysis.

Cost and Source of Funds: 

$51.7 M ($41.027 M NHPP/$8 M INFRA/$2.673 M STATE) 

Recommendations:

Regional Technical Committee (RTC): Recommends Approval.

DVRPC Staff: Recommends Approval.

Action Proposed:

The DVRPC Board approves TIP Action NJ26-004, NJDOT’s request that DVRPC  amend the FFY2026 TIP for New Jersey by adding the Route 168, Merchant Street to  Ferry Avenue, Pavement project (DB #10341) back into the TIP in FFY26 for CON in  the amount of $51.7 M ($41.027 M NHPP/$8 M INFRA/$2.673 M STATE).
