5b Cobbs Creek Parkway: Market - Woodland (MPMS #120762), City of Philadelphia – Advance and Increase CON Phase

Background/Analysis/Issues: 

PennDOT has requested that DVRPC amend the FFY2025 TIP for Pennsylvania by increasing and advancing the Construction (CON) phase of the Cobbs Creek Parkway:  Market - Woodland (MPMS #120762) project by removing $9,300,000 State 581 funding from FFY32, adding $12,500,000 ($12,500,000 NHPP/$0 Toll Credit) to FFY26, and  adding a $250,000 State 581 funded Utility (UTL) phase in FFY26, for a total project  cost increase of $3,450,000. The CON Phase is being advanced so the project can let for construction in Spring 2026. 

This project will construct safety improvements on Cobbs Creek Parkway as the first  phase of a 6.9-mile corridor. Improvements include pedestrian crossings, full signal  upgrades, a modified road diet, and curb bump-outs in various locations between  Market Street and Church Street. The project involves coordination with various City of  Philadelphia departments including the Philadelphia Water Department and Rebuild, as  well as SEPTA. Design activities have been completed under the parent project, 63rd  Street Corridor Safety Improvements (MPMS #115435). 

Financial Constraint: 

Financial constraint will be maintained by adjusting other existing TIP projects whose  schedules or costs have changed. The attached fiscal constraint chart provided by  PennDOT shows all of the adjustments taking place, in accordance with the TIP  Memorandum of Understanding. All projects listed contribute to fiscal constraint.  

Conformity Finding: 

The TIP's current conformity finding will not be impacted by this amendment as this  project is exempt from air quality analysis.

Cost and Source of Funds: 

$12,750,000 ($12,500,000 NHPP/$0 Toll Credit/$250,000 State 581) 

Recommendations:

Regional Technical Committee (RTC): Recommends Approval.

DVRPC Staff: Recommends Approval.

Action Proposed:

The DVRPC Board approves TIP Action PA25-069, PennDOT’s request that DVRPC  amend the FFY2025 TIP for Pennsylvania by increasing and advancing the CON phase  of the Cobbs Creek Parkway: Market - Woodland (MPMS #120762) project by removing  $9,300,000 State 581 funding from FFY32, adding $12,500,000 ($12,500,000 NHPP/$0  Toll Credit) to FFY26, and adding a $250,000 State 581 funded Utility (UTL) phase in  FFY26, for a total project cost increase of $3,450,000.
