5a PATCO Station Platform Rehabilitation (DB #DR1803), DRPA/PATCO – Increase CON Phase
Background/Analysis/Issues:
DRPA/PATCO has requested that DVRPC amend the FFY2026 TIP for New Jersey by increasing the FFY26 Engineering/Right-of-Way/Construction (ERC) Phase of the PATCO Station Platform Rehabilitation project (DB #DR1803) by $16.60125 M ($13.211 M SECT 5307/$3.39025 M DRPA) using prior year unobligated funding, from $0.4375 M ($0.35 M SECT 5307/$0.0875 M DRPA) to $17.03875 M ($13.561 M SECT 5307/$3.47775 M DRPA). Funding is being added in order to obligate the funds and place them into a grant, before the prior year funding expires, as funding has not been obligated in previous years.
Planned work includes the planning, design, and reconstruction of PATCO Station Platforms. Planned work also includes rehabilitation as well as replacement of concrete platforms and supporting structures, including concrete and steel repairs. This program will preserve the platforms at the Ferry Avenue, Collingswood, Westmont, Haddonfield, Ashland, and Lindenwold Stations. The Woodcrest Platform Project, which is currently under construction, is also part of this program. The rehabilitation of PATCO stations is determined based on biennial inspections and state of good repair needs.
Financial Constraint:
Financial constraint will be maintained by making adjustments to other existing TIP projects whose schedules or costs have changed. The attached fiscal constraint charts provided by DVRPC show all of the adjustments taking place in accordance with the TIP Memorandum of Understanding. All projects listed contribute to fiscal constraint.
Conformity Finding:
The TIP's current conformity finding will not be impacted by this amendment as this project is exempt from air quality analysis.

The DVRPC Board approves TIP Action NJ26-002, NJDOT’s request that DVRPC amend the FFY2026 TIP for New Jersey by increasing the FFY26 ERC Phase of the PATCO Station Platform Rehabilitation project (DB #DR1803) by $16.60125 M ($13.211 M SECT 5307/$3.39025 M DRPA) using prior year unobligated funding, from $0.4375 M ($0.35 M SECT 5307/$0.0875 M DRPA) to $17.03875 M ($13.561 M SECT 5307/$3.47775 M DRPA).
