6. DVRPC FY 2026 Work Program Amendment: Transportation Resilience Improvement Plan (TRIP) - Pennsylvania (2 Years)

Background

In July and September 2025, NJDOT awarded DVRPC previously unallocated FHWA Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation Program (PROTECT) Formula funds, for obligation by the end of the federal fiscal year on September 30, 2025. This resulted in two FY2026 Work Program amendments to create 26-33-300 Transportation Resilience Improvement Plan (TRIP) and Technical Assistance - New Jersey (4 Years).  

Following conversations with PennDOT, DVRPC will receive $500,000 in PROTECT Formula funds from PennDOT, to create a regional TRIP to include the 5 PA counties (along with the NJ counties). We propose to allocate these funds to one new project, 26-33-310 – Transportation Resilience Improvement Plan (TRIP) – Pennsylvania (2 Years), to be completed by September 30, 2027. This action is to add the project to DVRPC’s FY2026 UPWP. 

  • 26-33-310 – Transportation Resilience Improvement Plan (TRIP) – Pennsylvania (2 Years): Preparation of a Transportation Resilience Improvement Plan (TRIP) is the most effective means to comprehensively understand which transportation assets are vulnerable to extreme weather and prioritize investments that address the region’s most pressing needs. DVPRC will work with transportation agencies and local governments to develop a TRIP that identifies vulnerable assets, prioritizes needs, and supports the acceleration of resilience-focused infrastructure investments throughout the Pennsylvania portion of the DVRPC region. This work will be conducted simultaneously and in conjunction with an identical effort for the NJ portion of the DVRPC region funded by NJDOT. This will achieve economies of scale for both the PA and NJ portions of the region and result in the production of a single region-wide TRIP.

Cost and Source of Funds:

$500,000 PA PROTECT Program IIJA Fund- The Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (PROTECT) Program.

Recommendations:

Regional Technical Committee (RTC): Recommends Approval.

DVRPC Staff: Recommends Approval.

Action Proposed:

The Board accepts the PROTECT funds into the FFY2025 TIP for PA, under MPMS #82065; and approves amending the FY26 UPWP to add the following project:

  • 26-33-310 – Transportation Resilience Improvement Plan (TRIP) - Pennsylvania (2 Years)
