6. TripSmart PA TDM Program Allocations for FY27-FY28

Background/Analysis/Issues

TripSmart PA and the regional Travel Options Program (TOP) fit within the TDM portfolio DVRPC and its partners carry out. Since the TripSmart PA program budget and scope were approved as part of the FY 2027 UPWP (project 27-70-100), staff worked with county and subrecipient staff to develop individual grantee scopes and budgets for the FY27-FY28 two- year grant cycle.

Proposed subrecipient allocations were shared with Southeastern Pennsylvania counties and the City of Philadelphia for review on February 23rd, and individual subrecipient scopes have been reviewed and approved by county partners for grants in their service area (DVRPC has approved the City of Philadelphia’s scope). The attached materials detail the proposed distribution of funding and activities that will be carried out by eight TripSmart PA grantees for the next (FY 2027-FY 2028) two-year grant period. Subrecipient allocations represent a roughly 20% increase compared to the prior cycle, and there will be no in-kind match required by grantees for this funding cycle.

Allocations by Contractor (total for two years):

Bucks County TMA$300,000
TMA of Chester County (TMACC)$300,000
Delaware County TMA (DCTMA)$300,000
Greater Valley Forge TMA (GVF)$300,000
Partnership for Transportation (PFT)$300,000
Clean Air Council$225,000
City of Philadelphia (OTIS and PCPC)$225,000
SEPTA$225,000
Total$2,200,000

Financial Constraint

Financial constraint will be maintained as these are additional and external funds to DVRPC’s Core funding.

Conformity Finding

The TIP's current conformity finding will not be impacted by this amendment as these projects are exempt from air quality analysis and not regionally significant, or will be included in the next air quality analysis.

Cost and Source of Funds

$2,200,000 - PA TIP MPMS# 117929: STU/Toll Credit match
