5a. Statewide Multimodal Transportation Fund Projects (Various MPMS #s), Various Counties

Background/Analysis/Issues

PennDOT has requested that DVRPC accept the listed Multimodal Transportation Fund (MTF) projects and their additional funds into the FFY 2025 TIP. Two projects with a total amount of $4,546,000 ($3,399,000 State 411/$1,147,000 LOC) will be added to the TIP for Preliminary Engineering (PE) and Construction (CON) in FFY26. These funds are additional to the region and are outside the Core Funding distributions.

The following Statewide MTF projects have been awarded funding in the DVRPC region: 

Delaware County 

Dutton Mill Road and Pancoast Avenue Traffic Signal (MPMS #82107) - $31,000 LOC funding for Preliminary Engineering and $488,000 ($399,000 State 411/$89,000 LOC) for CON to build a new signalized intersection at Dutton Mill Road (SR 3020) and Pancoast Avenue, and to install an emergency preemption system at the adjacent Aston Township Fire Department along Dutton Mill Road in Ashton Township. The new signalized intersection will not be part of an interconnected system.

Montgomery County

Welsh and Orvilla Roads Intersection (MPMS #82126) – $4,027,000 ($3,000,000 State 411/$1,027,000 LOC) to build intersection improvements including roadway widening for all approaches, installation of turn lanes, geometry improvements, ADA curb ramp upgrades, and signal improvements in Towamencin Township.

The Multimodal Transportation Fund (MTF) is a competitive statewide program established by
Act 89 of 2013 to provide grants to ensure that a safe and reliable system of transportation is
available for the residents of the Commonwealth of Pennsylvania. The program provides
financial assistance to municipalities, councils of governments, businesses, economic
development organizations, public transportation agencies, rail/freight entities, and ports to
improve transportation assets to enhance communities, pedestrian safety, and transit
revitalization.

Financial Constraint

Financial constraint will be maintained as these are additional and external funds to DVRPC’s Core funding.

Conformity Finding

The TIP's current conformity finding will not be impacted by this amendment as these projects are exempt from air quality analysis and not regionally significant, or will be included in the next air quality analysis.

Recommendations

Regional Technical Committee (RTC): Will make a recommendation at the May 12, 2026 RTC meeting.

DVRPC Staff: Recommends Approval.

Action Proposed

The Regional Technical Committee recommends the DVRPC Board approve TIP Action PA25- 091, PennDOT’s request that DVRPC accept the listed MTF projects and their additional funds.
