8 Updated Memorandum of Understanding Between DVRPC and LVTS

Background/Analysis/Issues:

Federal regulations state that when part of an urban area served by one Metropolitan Planning Organization (MPO) extends into an adjacent Metropolitan Planning Area, the MPOs shall, at a minimum, establish written agreements that clearly identify areas of coordination and the division of transportation planning responsibilities among and between the MPOs. This updated Memorandum of Understanding (MOU) reflects the new 2020 Urban Area boundaries and outlines planning responsibilities between DVRPC and the Lehigh Valley Transportation Study (LVTS).

Regional Technical Committee (RTC): Recommends Approval.

DVRPC Staff: Recommends Approval.

Action Proposed:

The DVRPC Board approves the Memorandum of Understanding between DVRPC and the Lehigh Valley Transportation Study.
