8 FY2026 Unified Planning Work Program (UPWP) Amendment – Economic Development District (EDD) Program
Background/Analysis/Issues:
In 2022, DVRPC secured an Economic Development District (EDD) designation from the Economic Development Administration (EDA) of the U.S. Department of Commerce. While EDA is the main economic development agency of the federal government and works with EDDs throughout the country to promote regional cooperation and job growth, DVRPC is the designated liaison between EDA and our member counties and constituent communities. The primary purpose of the EDD is to implement the economic development activities and priorities set forth in the region’s Community and Economic Development Strategy (CEDS).
Staff successfully applied for an EDD grant with a project total budget of $350,000 ($210,000 from U.S. EDA, and $140,000 from DVRPC’s comprehensive planning fund to provide the 40% required local match) to support the administration of the EDD for Fiscal Years 2026, 2027, and 2028. Staff tasks include annually evaluating the adopted CEDS goals and strategies, working with potential U.S. EDA grant applicants, and collaborating and supporting regional economic development activities and partners to ensure alignment between regional goals and local actions.

Total budget: $350,000
($210,000 from the U.S. EDA and $140,000 DVRPC comprehensive planning fund match)
Recommendations:
Regional Technical Committee (RTC): Regional Technical Committee – Did not review but was informed at their March meeting. DVRPC received official award notice on March 5, 2026, and must accept the grant award within 30 days (by April 4, 2026) or EDA will de-obligate the funds.
DVRPC Staff: Recommends Approval.
Action Proposed:
The DVRPC Board amends the FY 2026 UPWP to update the total budget to $350,000 for the project 26-33-190, Economic Development District Program, with a duration of 3 years.
