Urban Waterfront Action Group

The proposed DELCORA Western Regional Treatment Plant (WRTP) Outfall Diffuser project, in Chester PA, will involve the construction of dual outfall pipes in the Delaware River. In addition, improvements are proposed at the outfall bulkhead. The WRTP expansion and upgrades are the drivers requiring the outfall to be redesigned to improve treated effluent mixing in the Delaware River with the goal of increasing the permitted capacity of the WRTP. The design concept is to utilize a multiport diffuser outfall to distribute the plant effluent within the Delaware River.
