82024 | HSIP Project Development
This study project will enable PennDOT District 6 staff to initiate a project identification process in anticipation of the upcoming PennDOT Statewide HSIP Set-aside round. This process will seek to balance a ”hotspot” approach, focusing on sites with the highest potential for safety improvement according to PennDOT’s Highway Safety Network Screening (HSNS) analysis, along with a systemic analysis that uses countermeasure-based screening to identify groups of projects. The systemic approach will take advantage of previously completed efforts such as the Vulnerable Road Users (VRU) assessment locations and the lane departures screening list to prioritize locations for quick-build projects.
The project will include extensive stakeholder coordination, including county, City of Philadelphia, and DVRPC planning staff during the project identification process. Initial outreach to local municipalities to gauge interest in specific improvements may also be included as necessary.
The goal of this effort is to identify projects that align with PennDOT’s Strategic Highway Safety Plan and the U.S. DOT’s Safe Systems Approach. Projects will be prioritized for implementation based on maximizing HSIP performance in terms of potential reductions in fatalities and serious injuries, as well as cost effectiveness. The district’s safety web map will be utilized to create custom queries to filter recently completed and already programmed projects.
