The Transportation Enhancements (TE) Program has created new opportunities for transportation program development; it has forged truly successful partnerships and has advanced significant projects of local, regional and statewide interest. TEA-21 has expanded the categories of funding eligibility and increased the total funding available. The twelve (12) categories, which have been defined as eligible for Transportation Enhancements funding, are:
- Provision of facilities for pedestrians and bicycles
- Provision of safety and educational activities for pedestrian and bicyclists
- Acquisition of scenic easements and scenic or historic sites
- Scenic or historic highway programs (including the provision of tourist and welcome center facilities)
- Landscaping or other scenic beautification
- Historic preservation
- Rehabilitation and operation of historic transportation buildings, structures or facilities (including historic railroad facilities and canals)
- Preservation of abandoned railway corridors (including the conversion and use thereof for pedestrian and bicycle trails)
- Control and removal of outdoor advertising
- Archeological planning and research
- Mitigation of water pollution due to highway runoff or to reduce vehicle-caused wildlife mortality while maintaining habitat connectivity
- Establishment of transportation museums
The TE program is a unique cooperative arrangement among the sponsor, the Federal Highway Administration (FHWA) and PENNDOT/DVRPC.
Federal funding for successful projects necessitates adherence to appropriate federal guidelines and regulations.
In accordance with federal regulations, all TE projects MUST relate to surface transportation.
A projects MUST address a transportation need, use, or benefit.

Projects Approved for Most Recent 2005/2006 TE/HTS/SRS Cycle
The 2005/2006 Regional and Discretionary TE/HTS/SRS
projects, from the DVRPC region, were approved by PENNDOT/DVRPC, effective June 22nd 2006.
During the 2005/2006 regional competition 89 eligible project applications were received on-line, since paper applications were not acceptable, through PENNDOT's website between July 18, 2005 and the September 30, 2005 due date.
Potential applicants were encouraged to attend one of the five (5) individual workshops in August 2005 held for the purpose of reviewing the requirements pertaining to each of the three (3) programs (TE/HTS/SRS).
The approved TE/HTS/SRS projects were jointly selected following review and scoring of each application by a committee comprised of representatives from PENNDOT District 6-0, the counties, Regional Transportation Committee (RTC), the Regional Citizens Committee (RCC), and DVRPC technical staff.
Application Process
The next round of Transportation Enhancements (TE) selections will potentially be in FY 2009.

Projects Approved for 2003/2004 Cycle
