Job Description

DVRPC is seeking a motivated and detail-oriented web developer who is interested in innovating new interactive applications and improving existing applications. The Office of Web Operations supports DVRPC’s mission by designing and implementing web solutions for two different audiences: citizens within the Greater Philadelphia region, and the planning staff of DVRPC. We emphasize ease of use, data visualization, public engagement, and data collection in our public products. User interface design and accessibility requirements are a part of every build, as DVRPC has a strong focus on releasing high-quality products. Other responsibilities include assisting staff with process improvement using custom web applications or Google Workspace solutions.

This position will focus on front-end development using HTML5, CSS, and JavaScript. Latest JavaScript frameworks are used to create interactive and data-driven products. This position provides autonomy to make decisions on the best technology to use on a per-project basis. At the same time, you will work closely with the Back End Developer, Database Administrator, Graphic Designers, GIS Developers, and stakeholders to coordinate and develop new products. Iterative development and milestones, code reviews, and issue tracking will be managed using GitHub. Work is performed in accordance with general agency policies and professional standards with results subject to review by the Manager, Office of Web Operations.

Responsibilities

  • Develop, test, document, and deploy data-driven web and mapping applications using modern JavaScript (ES6/ES2015+) libraries including React 17, Mapbox GL JS, Gatsby, Tailwind, and webpack/Babel.
  • Implement interactive applications using a data API/JSON endpoint and Illustrator comps as a starting point.
  • Test and debug web applications in all major browsers on both Windows and Mac systems.
  • Ensure good user interface design and compliance with accessibility guidelines across all products and devices.
  • Identify, troubleshoot, and document user-reported issues.
  • Research, assess and recommend new emerging web technologies.
  • Perform related work as required.

Qualifications

  • Considerable experience needed with: HTML5, CSS3, JavaScript, React, JSON, and UI/UX concepts and front-end frameworks.
  • Considerable knowledge of responsive/adaptive design and federal accessibility guidelines (WCAG 2.0).
  • Experience using Git and GitHub for version control and code reviews within a team environment.
  • Experience using Adobe Creative Suite (Photoshop, Illustrator) to slice and export mockups and graphics.
  • Ability to produce code that is compliant in all major browsers and meets coding standards.
  • Ability to translate staff needs into creative web based solutions.
  • Ability to present solutions effectively in oral, written, and graphic form with attention to detail.
  • Ability to meet deadlines, and work independently and within a team of diverse skills.
  • Ability to receive and provide constructive feedback.
  • Familiarity with: Data visualization concepts and tools (e.g D3, Highcharts); Online mapping tools (e.g. Google Maps JavaScript API, Mapbox GL, and ESRI); Version control systems (e.g. Git, GitHub for project management); internationalization (e.g. React Intl, Lingui); automated testing (e.g. Continuous Integration); and CLI build tools (e.g. Node, Grunt/Webpack, and Babel).

Experience & Training

A minimum of three years of professional or co-op experience in web application programming is required. Such experience may have been gained from a combination of experience and training. Training may have been gained through completion of a web development certificate program, or Associate’s Degree with major course work in web development, or Bachelor’s Degree from a four-year college/university.
