Connections 2040 Toolbox—a Guide For Municipalities

The Connections 2040 Plan is the region's long-range plan for growth. It is established around four integrated principles: Managing Growth and Protecting the Environment, Creating Livable Communities, Building the Economy, and Establishing a Modern Multimodal Transportation System. The Plan was developed with state, regional, and local governments; the public; and other stakeholders. The Plan serves as a blueprint for the prioritization and funding of capital transportation projects but also sets forth a development vision for Greater Philadelphia.

The Importance of Regional Planning

The Greater Philadelphia region is a mosaic composed of 352 municipalities in Pennsylvania and New Jersey. Land use is controlled by each of the 352 municipalities, but regional planning helps to coordinate and make more efficient development decisions. Regions are also the basic unit of economic competitiveness in the global economy. Companies locate in an area because of the skill of the workforce, regional amenities, and quality of life, among other factors. Improving the region's competitiveness and quality of life requires regional cooperation.

DVRPC has designed this online guide to serve as a toolbox for municipalities to help implement the goals of Connections 2040, the region's long-range comprehensive plan. It contains examples of programs and strategies, grouped under the four principles of the Connections 2040 Plan. Information about how municipalities can implement the goals of the Connections 2040 Plan are included under each of the topic headings below. Many of the strategies also include links to additional information, model ordinances, or best practices.
