2.    Transportation Improvement Program (TIP) Modification and Amendment

   

Pennsylvania Portion of the TIP:
    a.    Modification 9751    -    Preventive Maintenance (SEPTA)

       

    New Jersey Portion of the TIP:
    b.    Amendment 9815    -    ADA Compliance Plan (Delaware River Port Authority)

3.    Request to Initiate the Public Participation Process for the Draft FY 1999-2002 Transportation Improvement Program (TIP) (Pennsylvania Portion only)

   

The Draft FY 1999-2002 TIP (Pennsylvania Portion only) will be ready for review    the beginning of November, 1998.  Board approval is being requested to initiate    the 30-day public comment process at that time.

4.    FY 1999 Planning Work Program Amendments

           
           
  1. Traffic Analysis Zone (TAZ) System Revisions Required by the Year 2000 Census
            The Federal Highway Administration has requested DVRPC to revise the        system of TAZ used in the travel simulation models.  A FY 1999 Planning        Work Program Amendment is required to include this project.

                   

  2. Year 2030 Transportation and Land Use Plan
            An amendment to the FY 1999 Planning Work Program is needed for        additional funds to update and revise the Year 2020 Plan to reflect the        changing and emerging trends within the region and to maintain a 20 year        planning horizon.

           

5.    Proposed Amendment to the Tri-County Water Quality Management Plan: Wrightstown Borough, Burlington County

   

6.    Pennsylvania Infrastructure Investment Authority (PENNVEST) Funding Request in Delaware County

       

The Borough of Upland in Delaware County has requested funding to improve and    extend the stormwater collection system at various locations throughout the borough.

7.    Regional Citizens Committee (RCC) Report

   

    Dennis Winters, Chairman of the RCC, will report to the Board the activities of the RCC's meeting of October 13 , 1998.

PRESENTATIONS

8.    Transportation Enhancements Funding   

   

Funding for Transportation Enhancements was increased with the passage of the    Transportation Equity Act for the 21st Century (TEA-21) and certain changes in    eligibility and procedures were made.  Staff will review these points and discuss    the schedule and process for project selection.

9.    Transportation Impact Fees

   

Many communities have imposed impact fees to help mitigate the impacts of new    development on local facilities and services such as transportation, open space    and recreation.  DVRPC conducted a survey of the municipalities regarding their    use of development impact fees.  Staff will present the results of that survey.
