2. DVRPC Transportation Improvement Program (TIP) Actions
a. PA07-63: Capital Assistance for Purchase of Accessible Small Transit Vehicles Section 5310 Program (MPMS #62150), PennDOT's Bureau of Public Transportation - Proposed Project
b. PA07-65: I-476 Reconstruction, Chemical Road to I-76 (RES) (MPMS #16737), Montgomery County - Increase of Interstate Management Program/Reduction of Regional TIP
3. Authorization to Sign Pennsylvania Transportation Conformity State Implementation Plan Memorandum of Agreement (MOA)
Authorization is being requested for DVRPC to enter into a Memorandum of Agreement (MOA) with PennDOT, the Department of Environmental Protection, SEPTA, and the Philadelphia Air Management Services agreeing to terms and processes for determining transportation conformity.
4. Approval to Release Draft DVRPC Public Participation Plan
The DVRPC Public Participation Plan is be reissued and the Board is requested to approve a 45-day public comment period beginning on November 16, 2007 and ending on January 2, 2008.
5. Proposed Amendments to the Tri-County Water Quality Management Plan
a. Maryville,Inc. Residential Drug and Alcohol Rehabilitation Facility, Gloucester County
b. Adopting Total maximum Daily Loads (TMDLs) for Pathogens to Address 17 Lakes in the Lower Delaware Water Region, Burlington, Camden and Gloucester Counties

6. FY 2009 DVRPC Planning Work Program
The results of the September 27, 2007 DVRPC Board Retreat and Workshop will be presented, including the identification of new initiatives for FY 2009 and the results of the priority voting.
PRESENTATIONS
7. Surface Transportation Needs
Joung Lee, American Association of State Highway and Transportation Officials (AASHTO), will outline the long-term surface transportation needs in the United States and also describe the share of highway and transit revenue collected at the federal, state, and local levels. In addition, he will describe the looming funding crisis with the Federal Highway Trust Fund in FY 2009, and identify some possible actions that could be taken to avoid Highway rust Fund insolvency and provide for sustainable, long-term funding of the surface transportation system in this country.

8. Options for Filling the Region's Transportation Funding Gap
The recent enactment of Act 44 in Pennsylvania provides a portion of the funds needed for the region to address its transportation needs. Staff will present a draft document which describes over 15 options for generating additional revenue for the region. The document is intended to stimulate debate on this topic, in the hope that support can eventually get behind implementing a number of these or other options in the future.
