2. DVRPC Transportation Improvement Program (TIP) Actions

PA07-91: Federal Preventative Maintenance Program (MPMS #60317), SEPTA Program Expansion

3. Authorization to Open a 30-Day Public Comment Period for an Amendment to the Destination 2030 Long Range Plan; the Draft 2009 Transportation Improvements Program (TIP) for New Jersey (FY2009-2012) and for Pennsylvania (FY2009-2012); and for the Conformity Determination of the TIP's and the 2030 Long Range Plan

Board approval is needed to open a 30-day public comment period in May 2008, for the purpose of gathering public and agency comments for an amendment to the Destination 2030 Long Range Plan; the draft 2009 TIP for New Jersey (FY2009-2012) and for Pennsylvania FY2009-2012) and for the conformity determination of the TIP's and the 2030 Long Range Plan.

4. Proposed Amendments to the Tri-County Water Quality Management Plan

a. Adoption of the Gloucester County Utility Authority Wastewater Management Plan

b. WAWA Food Market and Fueling Station, Burlington County

5. Appointment of Nominating Committee for Fiscal Year 2009 DVRPC Board Officers

A Nominating Committee will be selected to appoint candidates for Board Chair, Vice Chair, Secretary, and Treasurer for Fiscal Year 2007 (July 1, 2008 through June 30, 2009). The Chair for FY 2009 must be from Pennsylvania. The committee will report these candidates at the May Board Meeting and elections will take place at the June Board Meeting.

PRESENTATIONS

6. Port Authority Transit Corporation (PATCO) Projects

John J. Matheussen, CEO of the Delaware River Port Authority and President of PATCO will present two proposed PATCO Expansion projects: The Philadelphia Waterfront Transit Expansion Alternatives Analysis, and the Southern New Jersey to Philadelphia Mass Transit Expansion Alternatives Analysis. He will also touch on Transit Oriented Development, PATCO car refurbishment, and the FREEDOM Card.

DISCUSSION ITEMS

7. Regional Comprehensive Economic Development Strategy (CEDS)

DVRPC has the opportunity to pursue funding from the Philadelphia Regional office of the U.S. Department of Commerce Economic Development Administration (EDA) to prepare a Comprehensive Economic Development Strategy (CEDS) for the DVRPC region. Staff will present the possible benefits to the region.

8. Connections Plan On-Line Survey

DVRPC has just concluded an on-line survey of regional issues that will be used to help prioritize regional goals and strategies for the long-range plan. Staff will report on the preliminary findings as well as outline next steps in development of the Connections Plan.

9. DVRPC TIP Website

Staff will present a new online search and mapping feature which has been added to the TIP Website.

10. Regional Citizens Committee RCC) Report

The activities of the RCC Meeting of April 15, 2008 will be reported to the Board.
