within financial constraint require amendments or modifications to the TIP.

6. 2010 Transportation and Community Development Initiative (TCDI) Program
The Transportation and Community Development Initiative (TCDI) was created in 2002 to support local development and redevelopment efforts in the individual municipalities of the Delaware Valley. The 2010 TCDI program has $1.62 million available for grants in Pennsylvania and New Jersey. Staff will present the recommended projects to receive funding.
7. PennVEST Application Review
DVRPC is reviewing 2 PennVEST applications (one in Bucks County and one in Chester County) to ensure that they are consistent with city, county, and regional land use plans. Staff will provide an overview of the submitted applications, as well as staff recommendations.
8. Possible Study to Evaluate Interchange Lighting Practices
Warren Strumpfer (RCC) will present a possible project idea for consideration for a future DVRPC Work Program. The concept would study the feasibility of replacing lighting at limited access highway interchanges with reflectors. This project would seek to identify ways to conserve electricity, curtail operating expenses, and lessen capital improvement costs in a time when transportation funds are being strained.
9. Mercer County Bikeability Map
This presentation will highlight a new interactive web project on bicycling in Mercer County, co-developed by DVRPC planning, GIS, and web development staff. Through this project, flexible new public engagement functionality has been developed that will be useful for many future DVRPC projects.
10. FY 2011 Transportation Management Association Assistance Grant Draft Work Programs and Mobility Alternatives Program Draft Work Programs
Each year PennDOT solicits work programs for funding under the above work programs. Staff will present the drafts from 6 submitting TMAs for the TMA Assistance Grant, and seven submitting entities (5 TMAs, SEPTA, and DVRPC) for the MAP grant, for RTC review. The RTC will be asked to approve the work programs in March.
