1.    Minutes of Meeting of July 23, 2020

2.   CMAQ Performance Plan

DVRPC was required to adopt CMAQ Congestion and Emissions targets and develop a baseline performance plan in 2018 as part of the federally mandated Transportation Performance Management process. MPOs are required to update their performance plan as part of the two-year interim performance review. DVRPC is collaborating with both state DOTs and other planning partners on the MPO interim performance report. Staff will present highlights of the performance plan and ask for adoption.

3.    Federal Functional Classification Changes, Chester County

In East Bradford Township, Chester County, a portion of US 322 Business is proposed to be changed from a Principal to a Minor Arterial and portions of Birmingham and Sconnelltown roads will be removed from the federal aid system.

4.    Community Impacts of Multifamily Development

Multifamily housing is a key component of smart growth. However, proposals to build new apartment buildings are often met with public opposition. This presentation will highlight new research that can help our planning partners better evaluate the potential transportation, economic, and community impacts and opportunities created by multifamily development.

5.    Dispatches from Alternate Futures - Scenario Planning Exercise and Report

DVRPC conducted an exploratory scenario planning exercise with the Futures Working Group (FWG) in the first half of 2019. Staff will present the process to identify and evaluate forces affecting the region, which were used to create an expansive range of plausible future scenarios for the region. Each of the four scenarios will be presented, along with how they will help inform the vision, goals, and strategies for the Connections 2050 Long-Range Plan.
