The Delaware Valley Regional Planning Commission (DVRPC) has been a trailblazer in addressing safety in both its transportation planning and its regional planning projects and programs. The commission has been cited as the first MPO to address elder mobility in its Long Range Plan and work program. With the long-awaited adoption of the national transportation legislation, SAFETEA-LU (Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users), there is greater emphasis on integrating safety in the planning process. SAFETEA-LU provides more funding than ever for safety conscious planning, and DVRPC's role as the Metropolitan Planning Organization (MPO) has expanded to take on even greater significance by integrating safety into the transportation system for all modes and all users.
While safety considerations have always been implicit in DVRPC's efforts, there is a renewed emphasis on transportation safety that will be reflected in all projects and programs as appropriate. Safety is prominently noted in vision statements of DVRPC's Long Range Plan, Destination 2030, adopted in June 2005. To reinforce this charge, an internal Safety Committee has been formed at DVRPC with representatives from all units within the commission. DVRPC is an active participant with PennDOT and NJDOT to identify emphasis/focus areas that are important to our region and that need to be included in the states' Strategic Highway Safety Plan (SHSP) as a requirement of SAFETEA-LU to be eligible for federal funding for safety improvements.
The work program for DVRPC's Transportation Planning Division includes numerous projects related to transportation safety. One project, the Transportation Safety Program, serves as the umbrella over the rest. Under this project, DVRPC has established a Regional Safety Task Force, an interdisciplinary team of professionals to offer guidance and direction on all of the region's safety efforts. Other projects address more specific safety issues such as incident management, safe routes to school, the use of technology to enhance operations and system efficiency, etc. As these planning efforts and those of our member agencies progress, they result in projects seeking federal and state funding for implementation through the DVRPC Transportation Improvement Program (TIP). |
