Coordination and facilitation of federally funded transportation projects such as bicycle path construction (both on and off roadway); reconstruction/restoration of historic transportation buildings; improvements to scenic roads; pedestrian facilities, and streetscape improvements.
Background
DVRPC is assisting the Pennsylvania Department of Transportation (PennDOT) District 6-0 in implementing the non-traditional, federally funded transportation projects in southeastern Pennsylvania. The types of projects typically referred to as non-traditional include bicycle path construction (both on and off roadway); reconstruction/restoration of historic transportation buildings; improvements to scenic roads; and the provision of pedestrian facilities and streetscape improvements. These projects are usually sponsored by local governments, public agencies, or private non-profit organizations and are most often funded through the Transportation Enhancement Program (TE), the Congestion Mitigation and Air Quality Improvement Program (CMAQ), the Surface Transportation Program (STP/STU), the Home Town Streets Program (HTS), or the Safe Routes to School Program (SRS).
The primary task within the project management role is the coordination and facilitation of the implementation process, or more specifically, assisting the project applicants through the preliminary engineering, final design, and right-of-way acquisition phases. The three typical implementation situations are as follows:
- For a majority of these projects, the project sponsor is responsible
for hiring and managing professional engineers/architects to develop
the plans, specifications and estimates for the project and for submitting
these documents through PennDOT to FHWA for approval; then let by PennDOT
in construction.
- In other instances, DVRPC is responsible for hiring the professional engineers/architects, but the projects are still advertised and then let by PennDOT in construction.
- Finally, in some cases, the applicants are contracted by DVRPC to perform the scope of work described in their applications.
