New Jersey Local Scoping Program

Program Description:
This program gives the New Jersey Counties in the DVRPC region the opportunity to use federal funds to advance locally significant projects through the preliminary engineering and, in some cases, final engineering phases. The types of projects that are included in this program are predominately rehabilitation / replacement of county bridges, bicycle/multi-purpose trails, and resurfacing of county highways. The project concepts are usually developed by the county and then sent to DVRPC for approval into the program. The funding source is Surface Transportation Program (STP/STU) identified under the line item DVRPC Project Development in the New Jersey TIP.

DVRPC's primary role as the project manager is to ensure a smooth workflow throughout the projects development process. As program manager DVRPC works with the county from needs determination to consultant selection to final approval from FHWA.

DVRPC assists in defining the project's scope of services, advertises the request for proposal (RFP), administers the consultant selection process, and enter into the contract with the consultant. This is done in a manner that has the consultant administratively responsible to DVRPC yet still is technically responsible to the county engineer for all work on the project.
