DVRPC's Competitive CMAQ ProgramDVRPC's Competitive Congestion Mitigation and Air Quality Improvement (CMAQ) Program seeks transportation-related projects that can help the region reduce emissions from highway sources and meet National Clean Air Act standards. The program covers the DVRPC region of Bucks, Chester, Delaware, Montgomery, and Philadelphia counties in Pennsylvania; and, Burlington, Camden, Gloucester and Mercer counties in New Jersey. Board Selected 24 Winning Projects Worth $11.7 million! On April 24, 2003, the DVRPC Board selected 24 projects to receive funding under its Competitive Congestion Mitigation and Air Quality Improvement (CMAQ) Program. The Board awarded a total of $11.7 million of federal CMAQ funds, including $2,331,000 for 7 projects in New Jersey and $9,370,797 for 17 projects in Pennsylvania. Among the recently approved projects are five freight projects, which encourage reduced truck emissions and promote rail freight as an alternative to long-haul trucks. Additional air quality initiatives include the creation of bike and hike trails and efforts to increase ridership on public transportation. Other projects focus on traffic control, such as coordination of traffic signals in several boroughs in the region. This round was the first for both PA and NJ counties. Previous rounds were held in 1994 and 2000, but were only for the PA counties. The selected projects were amended into the Transportation Improvement Program (TIP). DVRPC CMAQ Competitive Program Process When a new round of competition for CMAQ funds begins, DVRPC solicits applications from public agencies, private firms and non-profit entities. DVRPC's Regional Transportation Committee (RTC) forms a special CMAQ sub-committee to evaluate the applications that are submitted by a wide array of both public and private sector groups. The subcommittee is comprised of county, state and transit operator planners, and citizen representatives of environmental, biking, transit, and business interests. Knowing the competition will be tight, the subcommittee applies a fairly strict evaluation procedure. Each project is evaluated to determine its potential for reducing harmful emissions in the region using software tools provided by PennDOT. Candidate projects are ranked based on their emissions reduction potential and other criteria before recommendations are made to the DVRPC Board.
