There
will be four major components to developing a long-range
plan for the greater Philadelphia region.
- Analyze trends
and forecasts to determine regional challenges and opportunities.
- Articulate a vision of what the region should be in
the future.
- Develop goals and strategies (including transportation
investments) to achieve the vision.
- Implement the plan
by working with regional stakeholders.
Summer/Fall 2007
The
Delaware Valley Regional Planning Commission (DVRPC) began
updating and analyzing regional trends and forecasts to track
various land use, environmental, economic development and
transportation indicators.
Winter 2008
An on-line public
opinion survey was conducted between late January and early
April 2008. The survey results will be used as input for
the refinement of a regional vision and the development of
the plan scenarios. To see the survey results, click

Spring 2008
DVRPC will conduct a scenario planning exercise
that analyzes various land use, environmental, economic and
travel indicators. The exercise will compare indicators for
two different development scenarios: an acceleration of sprawl,
and population recentralization in the region’s core.
Summer 2008
A series of focus groups will be held in June
and July. The focus groups will review the scenario planning
exercise and then respond to the scenarios and help refine
the region’s goals and objectives. A revised set of
plan goals will be developed based on feedback from the focus
groups.
Fall 2008
A series of public workshops will be held
in each county throughout the region to plan for the region’s
future. Workshop sessions will be held in cooperation with
DVRPC’s many partner agencies (such as Transportation
Management Associations, economic development, housing, environmental,
transportation groups, local and county government, neighborhood,
religious and senior organizations) and the region’s
citizens. A key task of the workshops is to identify and
provide feedback on strategies to implement the goals of
the plan.
Winter 2008/2009
A transportation financial plan
outlining anticipated revenues and determining future transportation
reinvestment needs will be developed. DVRPC will work with
member governments and operating agencies to allocate anticipated
revenues to achieve regional goals and policies. It is anticipated
that funds will primarily be allocated to transportation
system maintenance and preservation, with a limited budget
for major new capacity projects. The transportation investments
selected for inclusion in the plan will be carefully weighed
for their merits towards achieving the vision and goals of
the plan.
Spring 2009
A public comment period will be opened
and public meetings will be held before the plan is finalized.
DVRPC Board adoption of the plan is anticipated in late spring
2009. After plan adoption, DVRPC will continue to work with
regional stakeholders and citizens to implement the policies
of the long-range plan.
