  • The Delaware Valley Regional Planning Commission (DVRPC) will post all changes to Requests for Proposals (RFP) and Request for Qualifications (RFQ) at this site for any RFP's or RFQ's issued by DVRPC. All changes to contents or due dates will be posted at the same location as the original RFP or RFQ. Please check the status of each RFP or RFQ up until the due date to be certain that you have all of the latest information for projects that you are interested in.
  • Please visit the website after the RFQ/RFP due date to view the selection results for all solicitations. DVRPC sincerely appreciates your interest in projects sponsored by the Commission and thanks all participants for their involvement and submittals.   • In accordance with Federal regulations (49 CFR Part 26) DVRPC encourages consultants that are certified as Disadvantaged Business Enterprises to submit proposals as the prime consultant in areas where they are capable. DVRPC also encourages all prospective consultants to use the following links to the PA and NJ Unified Certification Program to locate DBE firms to utilize as sub-consultants.

REQUEST FOR PROPOSALS FOR CONSULTANT SERVICES
for Upgrade of the Delaware Valley Regional Planning Commission's Travel Demand Models

The Delaware Valley Regional Planning Commission (DVRPC) is seeking proposals from qualified consultants to assist and advise staff in upgrading the commission's travel demand models. DVRPC would like to take advantage of improvements in commercial software packages that have occurred over the last 15 years. DVRPC would also like to improve its travel demand models in order to assist in the planning and implementing of smart transportation solutions, the analysis of transportation related climate change impacts, and the analysis of transportation responses to energy market changes.

Question: RFP Section III states that proposals are limited to 35 pages (including cover letter). RFP Section IV references page limits for sections 1-7 which totals 28 (assuming that the Certificate of Eligibility is 1 page). Is the Cost part of the 35-page limit? Do covers and dividers count as part of the page limit?
Answer: The certificate of eligibility and the cost proposal count towards the 35-page limit. Covers and dividers do not count as part of the page limit.

Question: RFP Section IV outlines the requirements for proposal sections 1-8, but is missing 4. What is to be included in Section 4?
Answer: There is no item #4 under Section IV. This is a misprint and we apologize.

Question: RFP Section IV states that the Study Team (section 5) is to include resumes for key staff, but is limited to 6 pages. Can resumes be provided in an attachment, not to be included in the 6 page limit?
Answer: Concisely written resumes are expected for only the key staff who will actually be assigned to the project. Additional materials, such as additional resumes, can be provided, under separate cover, above the page limits described in the RFP. These, however, will not be considered as part of the official proposal and the reviewing committee is under no obligation to review additional materials.

Question: RFP page 21 refers to Exhibit A DVRPC Cost Proposal (Object Budget). The referenced web site link does not appear to contain this form. Is the Contract Pricing Proposal (Microsoft Excel) under Sample Forms to be used?
Answer: Yes

Question: Is the model documentation report entitled "2000 and 2005 Validation of the DVRPC Regional Simulation Models" available in electronic form?
Answer: Yes. It is available for free download at: http://www.dvrpc.org/asp/pubs/reports/08095.pdf.

The purpose of this Request for Proposal (RFP) is to enter into a contract with a qualified Certified Public Accounting Firm, to conduct an annual financial audit in compliance with the Single Audit Act of 1996, OMB circular A-133, New Jersey State Treasury Circular Letter 04-04-OMB and Government Auditing Standards, issued by the Comptroller General of the United States.

Request for Expression of Interest (REI) for DVRPC's Take Me to the River Grant Program

A new grant program to activate Philadelphia's riverfronts and transform the city's relationship to the Delaware and Schuylkill Rivers. Pre-proposal meeting will be held at DVRPC on Monday, May 12, 2008 at 2:00pm. Expression of Interest due Friday, June 13, 2008.

Q. Will the Take Me to the River Grant Program be offered in future years?
A. At this point, this grant program has only been funded for the pilot round for FY 2009.

Q. Are eligible organizations limited to one Expression of Interest (REI)?
No. Organizations can submit more than one REI. However, we do ask that you keep each project idea separate.

Q. Are staff salaries an eligible use of funds?
A. Funds may be used to support staff or consultants undertaking a new initiative, but may not be used for ongoing activities or general operating support. All staff or consultant time and salaries would need to be documented.

Q. Can programming grants be used to fund the first two-years of a multi-year program or event?
A. Yes, programming funds can be used toward a larger multi-year event or program.

Q. How far will the REIs be narrowed down if asked to submit a formal application?
A. It is unknown at this time. The committee will be making a decision based on the applications received and money available.

Q. How much more information will be required on the formal application?
A. More specific questions will be asked in relation to your proposed project or program, as well as documentation on your organization.

Q. Will multi-organizational applications be eligible for a larger amount of grant funds?
A. That will be determined by the committee during the review of the REIs.

Q. Is the May 12th pre-proposal meeting mandatory?
A. No.

Q. Must the projects be located in the City of Philadelphia?
A. Yes, only in the City of Philadelphia, not the surrounding region.

Can a 501c4 corporation apply?
Yes.

Q. If the plan, program, or capital project cannot begin until the fall of 2009, are we still eligible to apply (rather than beginning the plan, program, or capital project in fall of 2008)?
A. Yes, as long as the plan, program, or capital project can be completed in your now-shortened time frame (projects have 24 months from the time of contracting, which will occur in the fall of 2008, with an end date of fall 2010).

Q. Regarding a capital project, does the project construction need to be entirely complete in 24 months (9/30/2010) or is having the construction contract awarded sufficient (or maybe construction begun?)
A. Construction should begin within 24 months.
