(TIP) Actions
The dynamic nature of funding transportation improvements and
the need to remain within financial constraint require amendments or modifications
to the TIP. As situations arise, the PCC/RTC is asked to consider changes.

Planning Work Program Amendments
To respond to the needs of member governments
and agencies, work program changes and additions are brought to the PCC/RTC
to permit the timely undertaking of technical activity.

7. Release
of the 2007 DVRPC Draft Public Participation Plan for Public Comment
As a means
of documenting DVRPC's long history of proactive public involvement, the Board
adopted a Public Participation Plan in 2001 and amended it in 2004. In order
to meet SAFETEA-LU requirements, a new Public Participation Plan must be adopted.
This draft plan has been issued to the RTC, and action is now being sought
to release the draft plan for a 45-day public comment period beginning October
3, 2007.

8. Journey-To-Work Trends and Recommendations for
Transportation Planning
Staff will present a paper by Dr. Thabet Zakaria on
the journey-to-work trends in the Delaware Valley region. The paper analyzes
changes in land use, population resident workers, employment, and means of
transportation to work that have occurred over 30 years. To address most transportation
problems, the paper recommends 25 policies which should be implemented simultaneously.

9. Keystone Industrial Port Complex
The Keystone Industrial
Port Complex (KIPC) is located in Fairless Hills, Bucks County, Pennsylvania.
Once the site of the United States Steel Corporation's Fairless Works, KIPC
now hosts more than 30 businesses. The complex offers a unique combination
of attributes such as excellent rail, port, and highway access and affords
tax advantages as a designated Keystone Opportunity Improvement Zone. At this
time, eight on-site rail improvements have been identified to ensure full redevelopment
of the 4,000 acre brownfield site.
10. FY 2008 Work Program: Consolidated Request
for Project Study Areas
The FY 2008 Work Program contains several projects
which require consultation with county planners to select specific study locations.
DVRPC staff has been requested to consolidate such requests, where possible,
and staff will discuss a proposed approach to accomplish this goal.

11. PennDOT's Regional Operations Plan (ROP)
PennDOT is in the process
of developing ROPs for each PennDOT District in the state, with the intent
to identify a prioritized list of programs and projects to improve transportation
operations. Locally, PennDOT's consultant (Jacobs Edwards and Kelcey) coordinated
approximately ten outreach meetings with county transportation planners, incident
/ emergency management personnel, operations staff from different agencies,
and other relevant organizations to develop a list of prioritized projects
for the region. A brief summary of these findings, along with details on the
four highest priority recommendations for regional operational improvements
will be presented.
12. FY 2009 Work Program
Staff will present a schedule and
information regarding plans for the FY 2009 Work Program.
13. Call for Special
Study Work Programs for the FY 2009 Transit Support Program (TSP) and the Supportive
Regional Highway Planning Program (SRHPP).
Each year monies are reserved in
both the TSP and SRHPP sections of DVRPC's Planning Work Program for special
studies. These studies are generally one-to-two year efforts which fall outside core
work tasks under these programs. Staff will issue a call for special studies
and provide important submission and approval dates.

of their agengies
