5. DVRPC Transportation Improvement Program (TIP)
The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments to the TIP. As situations arise, the RTC is asked to consider changes.
a. TIP Action PA03-36: $15 Million "Flex" of Federal Highway Funds to SEPTA for Operating Budget Relief, Regionwide (New Project)
b. TIP Action PA03-37a: I-476 Bridges over Gulph Creek and Schuylkill River, Montgomery County (New Project)
c. TIP Action PA03-37b: US 1 Resurfacing, PA 472 to PA 896, Chester County (New Project)
6. Fiscal Year 2004 Planning Work Program Amendment
To respond to the needs of member governments and agencies, work program changes and additions are brought to the RTC to permit the timely undertaking of technical activity.
a. South Jersey Port Inland Distribution Network (PIDN) Study - Phase II
Phase I of the South Jersey PIDN study screened five sites for their appropriateness for PIDN development. It is proposed that a second phase of the study be undertaken to further define the development of a PIDN site in South Jersey.
7. Fiscal Year 2005 Planning Work Program
The DVRPC Board is in the process of developing the FY 2005 Planning Work
Program and is soliciting input from DVRPC committees. Member governments, citizens,
and the RTC will discuss project possibilities in order to make a recommendation
to the DVRPC Board.

8. What If Scenarios
The DVRPC Board has instructed staff to study potential regional, national, and global changes that should be considered in the development of the 2030 Regional Long Range Plan. In a two-part analysis, qualitative assessments were first performed on a set of twelve future scenarios, and based on the qualitative results, a subset of five was selected for detailed quantitative evaluations. Jienki Synn will summarize the analysis processes, and will present the results, which will serve as a planning foundation for the 2030 Plan development process.
9. Current Issues and New Studies, DVRPC Aviation Planning
Security concerns and a weak economy are creating pressures on our Regional Aviation System. Roger Moog will discuss the changing environment for aviation in the region since 9/11/01, and new DVRPC staff activities in response.

10. FY 2005 Supportive Regional Highway Planning Program (SRHPP) and Transit Support Program (TSP)
The approach and schedule for the development of the FY 2005 SRHPP and TSP will be discussed.
11. Pennsylvania State Transportation Commission Public Hearing
Highlights of the September 26, 2003 Pennsylvania STC Hearing will be provided.
12. New Jersey DOT Statewide Bicycle/Pedestrian Master Plan Phase 2
