During the course of the fiscal year, it becomes necessary for the State Department of Transportation's (DOT's) or transit operators to amend the TIP. The following are offered for RTC consideration in February:
Pennsylvania Department of Transportation (PennDOT) has allocated the DVRPC region $9.373 million in Federal Highway Administration (FHWA) TE funds and Federal Transit Authority (FTA) has allocated $2 million for transit related projects. A regional competition has been underway since September 2001 and the Pennsylvania Subcommittee has met several times to deliberate on the best projects. The subcommittees recommendations are attached to a staff memorandum dated January 23, 2002. Other background information is also provided.
The TCDI was recently added to the current work program and also appears in the DVRPC FY 2003 Work Program. TCDI is an opportunity for DVRPC to support local development and redevelopment efforts in individual municipalities. Targeted toward those municipalities that have lagged behind growth in the region, staff will prepare, manage and implement a program to provide funding on a competitive basis. The necessary TIP amendments for both states to provide funding are enclosed.
On January 23, 2002 all of the draft work programs that had been submitted, except the Chester County TMA Work Program, were mailed for County/State review. After any necessary revisions are made the work programs will be recommended for PennDOT consideration with CMAQ funds. Two separate programs are up for approval - Mobility Alternatives Program and the PennDOT TMA Assistance Program. The MAP program generally stays the same from year to year so copies of the current work programs will be mailed.
The year 2000 census has provided information on population trends in the region. Staff will provide revised 2025 population estimates for selected municipalities.
