3. Transportation Improvement Program (TIP)
During the course of the year it is necessary for the State Departments of Transportation and the transit operators to make changes to the TIP to reflect current program needs.
4. DVRPC Year 2001 Work Program
On December 4, 1999, the DVRPC Board authorized for release and comment, the draft Work Program for next fiscal year. Included in the document, which you were mailed under separate cover, are all of the Work Programs for DVRPC staff, member governments and transit operators. Approval action is necessary in January.
5. ITS Schuylkill Expressway Corridor, Incident/Traffic Management Plan
Major incidents on the Schuylkill Expressway are responsible for a large percentage of total vehicle and person hours of delay on the roadway. The Pennsylvania Department of Transportation (PennDOT) plans the installation of detectors, television surveillance and variable message signs to advise motorists when to use alternative routes in Philadelphia and Montgomery counties. This project will develop a unified traffic management and signal coordination plan for these parallel routes. A recommendation from the Regional Transportation Committee (RTC) to amend the Transportation Improvement Program (TIP) and Work Program to fund this project will be offered.

6. Why do Environmental Impact Statements and Environmental Assessments take so long?
NJDOT staff will review a paper developed to explain the Environmental clearance process, note what actions can cause delays and identify what everyone can do to improve performance.
7. DVRPC FY 2001-FY 2004 Transportation Improvement Program
Staff will review the schedule for TIP development activities in both Pennsylvania and New Jersey. For the first time in a number of years, the process in both states is moving in the same timeframe, and approval action is scheduled for the Board in July 2000.
8. Air Quality - New Developments in Conformity
The states are in the process of establishing new conformity budgets which are sufficient for attainment of the one-hour ozone standard. This action has been made necessary by a recent court decision on EPA's Rule making authority. A report on the schedule of these activities and their implications for conformity demonstrations of the TIP will be presented.
9. Household Travel Survey
Staff will present a summary of the Household Travel Survey to be conducted by telephone this winter. Information on sample size, trip frequency, mode choice and other characteristics will be included.
