2. Potential Work Program Projects: Ben Ginsberg, Work Program Coordinator

Each year DVRPC develops a work program of projects and initiatives to be undertaken during the next fiscal year. Previous DVRPC housing projects have included assessments of homeownership, the rental market, public and assisted housing and homelessness. Additionally, staff has considered the implications of discrepancies between the location of the region's employment centers and affordable housing. This year, staff is completing an update of the municipal housing affordability indices originally developed in 1990. The RHC will discuss and prioritize potential housing-related planning projects which might be included in the Commission's Fiscal Year 2002 Work Program (see attached).

3. Homeownership: A Dream Still Vanishing? Mary Bell, Senior Regional Planner,and Jennifer Gomez, Data Analyst

DVRPC is currently in the process of updating a report prepared in 1990 entitled Homeownership: A Vanishing Dream?. That report calculated municipal housing affordability indices and discussed the implications of a regional lack of affordable housing, particularly in the vicinity of the region's suburban employment centers. The current project updates the municipal housing affordability indices, compares the results with those of the original study and discusses housing affordability as it pertains to both first-time and repeat homebuyers. Ms. Bell will present the preliminary findings of the study, and Ms. Gomez will be available to answer questions on data sources and methodology (additional information will following prior to the meeting).

4. Status of Ongoing Work Program Projects: Mary Bell, Senior Regional Planner

DVRPC is currently undertaking several housing and growth management related work program projects, including the ongoing Year 2025 Land Use and Transportation Plan; a second case study considering challenges facing first generation suburbs; and a review of existing infrastructure concurrency and adequate public facilities ordinances (see attached project scopes). Staff will brief the committee on the status of these ongoing projects.
