1. Discussion Item: Major housing issues and challenges facing the Delaware Valley region
Members of the Pennsylvania Department of Community and Economic Development's Regional Housing Advisory Committee (RHAC) for the Southeast Region will participate with DVRPC's RHC in a discussion of the major housing issues, problems and challenges facing the Delaware Valley region. The RHAC was established to provide expertise and advice to the Pennsylvania Department of Community and Economic Development in the development of the Commonwealth's Five Year Consolidated Plan. This committee is responsible for identifying statewide housing needs and priorities, and for offering advice on how to best coordinate federal, state and local resources. The SE Pennsylvania RHAC is chaired by Don Hinkle, the director of the Affordable Housing Group of the Delaware Valley Community Reinvestment Fund.
2. Discussion Item: Potential Work Program Projects
The RHC will continue to discuss and evaluate potential housing-related projects which might be considered for inclusion in the Commission's Fiscal Year 2000 Work Program. The DVRPC Board's Work Program Committee has already begun the process of developing that work program. Previous DVRPC housing projects have included assessments of homeownership, the rental market, public and assisted housing, and homelessness. In addition, staff has considered the discrepancy between the location of the region's emerging employment centers and its affordable housing. The Commission also maintains Home Mortgage Disclosure Act data for review by interested parties, and produces summaries of residential building permits. In 1993 and again in 1995, DVRPC prepared growth monitoring reports which provided information on development proposals, new construction and housing values. Several project ideas have already been identified (see the June 8th RHC meeting minutes), and RHC members are asked to discuss any additional project ideas with their staff prior to the meeting on October 9th.
