Patrick Starr and Greta Milles, from the Pennsylvania Environmental Council (PEC), will discuss the Council's work on transit-oriented development (TOD). Transit-oriented development can be defined as concentrated, higher density development located within one-half mile of public transit that has mixed uses, a pedestrian-friendly layout, a strong sense of "place" and public areas and open spaces.
