THE RULES SUBCOMMITTEE will meet at 12:00 Noon on MONDAY, FEBRUARY 5, 2001 in the Philadelphia Room at DVRPC. We have ordered extra copies of the 21st Century Robert's Rules of Order but they may not be here by Monday so if you have a copy, please bring it with you to the meeting

THE TRANSPORTATION SUBCOMMITTEE will meet at 12:00 p.m. on THURSDAY, FEBRUARY 8, 2001 in the Philadelphia Room at DVRPC. The subcommittee will review TIP actions, Year 2025 transportation conformity and financial considerations and John Pawson's recommendations regarding the transit portion of the Transportation Plan.

THE YEAR 2025 TASK FORCE will meet at 11:00 a.m on TUESDAY, FEBRUARY 13, 2001 in the DVRPC Conference Center prior to the RCC meeting.

RECOMMENDATIONS TO THE BOARD FOR JANUARY 25, 2001

BOARD AGENDA ITEM

2.   TRANSPORTATION IMPROVEMENT PROGRAM (TIP) ACTIONS

The RCC recommends:

  1. TIP Action PA0108 (Penn DOT Adjustment Package #1)
    That the Board approve TIP Action PA0108.

  2. TIP Action PA0109 (Lafayette Street Extension Study)
    That the DVRPC Board approve TIP Action PA0109. However, the RCC would like to express the concern that possible development will not be downtown but in the east end of Norristown near the turnpike.

  3. TIP Action PA0110 (PennDOT)
    That the DVRPC Board approve TIP Action PA0110 . The RCC notes for the record that it is watching with great concern the Trackless Trolley Acquisition.

  4. TIP Action PA0111 (Penn's Landing Corporation, Water Taxi System)
    That the DVRPC Board table TIP Action 0111 until the following questions are answered:
           What is the benefit to taxpayers?
           Do the funds buy vehicles or pay for dock improvements or both?
           Is this project consistent with a vision for the waterfront?
           Does this compete with an existing private service and if not, what happened to the previous water taxi service?
           What will be the costs of operating this service in future years?
           What will riders pay for the service?

  5. TIP Action PA0112 (PennDOT Adjustment Package #2)
    That the DVRPC Board approve TIP Action PA0112.

  6. TIP Action NJ0104 (New Jersey Local Projects)
    That the DVRPC Board approve TIP Action NJ0104.
3.    ADOPTION OF DVRPC FISCAL YEAR 2002 PLANNING WORK PROGRAM

That the DVRPC Board not approve the FY 2002 Planning Work Program because the committee does not feel the document reflects the RCC's input.

4.   RELEASE OF YEAR 2025 PRELIMINARY TRANSPORTATION PLAN

That the DVRPC Board approve the release of the Year 2025 Preliminary Transportation Plan for public review.

5.   REALLOCATION OF FY 2000 FTA JOB ACCESS AND REVERSE COMMUTE COMPETITIVE GRANT FUND PROJECT SELECTIONS IN SOUTHEASTERN PENNSYLVANIA

That the DVRPC Board adopt the reallocation of reduced FTA grant funding in accordance with SEPTA's recommendation.

6.     SPONSORSHIP BY DVRPC OF A TRANSPORTATION AND COMMUNITY AND SYSTEM PRESERVATION PILOT PROGRAM (TCSP) GRANT APPLICATION TO FUND THE PRODUCTION OF A VISION PLAN AND OVERALL MANAGEMENT STRATEGY FOR THE EAST COAST GREENWAY IN PENNSYLVANIA

That the DVRPC Board authorize staff to apply for $100,000 in TCSP funds for the East Coast Greenway project.

7.    PENNSYLVANIA TRANSPORTATION MANAGEMENT ASSOCIATION (TMA) SUPPLEMENTAL ASSISTANCE GRANT PROGRAM

That the DVRPC Board approve a total of $6,000 of the $24,000 remaining in the Pennsylvania Transportation Management Association (TMA) Assistance Grant Supplemental Program to be shared equally by the Delaware County and Partnership TMAs.
