Efficient Growth for Growing Suburbs

Upper Chichester Township, Delaware County: Chichester Avenue Pedestrian Improvement Plan

Location Map
[0.2 MB .pdf]

Overview

Upper Chichester Township was awarded a $41,160 EGGS grant to prepare preliminary design plans for continuous sidewalk improvements along Chichester Avenue from just north of the St. John Fisher Church to Furey Road, near the Upper Chichester Municipal Complex. There are several destinations along this route, including a shopping center, recreation fields and bus stops. The township plans extensive public outreach efforts throughout the project to insure local support for the plan.

Objectives

Upper Chichester Township intends to create safe and continuous pedestrian facilities along Chichester Avenue, which is one of the community’s main transportation corridors. By providing sidewalk linkages between community centers, pedestrian generators and SEPTA bus stops, the township plans to encourage alternative modes of transportation to connect existing landuses and improve quality of life in the Township.

Key products of the plan include:

  • Significant public outreach and coordination efforts to insure buy-in of adjacent property owners, neighbors, PennDOT, utility representatives and other stakeholders;
  • topographic survey work and a base plan for use in preparing sketch designs for the improvements, which will include pavement markings at designated roadway crossings;
  • renderings and other materials to demonstrate the improvements to the public;
  • landscaping designs, including street trees, will be included in the plans; and
  • preliminary engineering plans of the proposed pedestrian facilities.

Status

Upper Chichester Township utilized Catania Engineering, the township's engineer, to develop the pedestrian improvement plans and conduct the public outreach for this project.

A public outreach meeting for this project was conducted in June 2010. Catania Engineering completed the design and preliminary engineering work in the spring of 2011. The township adopted a resolution showing its intent to implement the sidewalk improvements as funding is identified, in April 2011.
